Introduce your dog slowly to the button and the bell if they are nervous to sounds. 

Start by ringing the bell in another room and reward generously. 
Any interaction your dog has with either item, reward generously.
Eventually pair, for example, to ask to go outside. Ask for a nose or paw touch on the bell or the button, then let them outside to do their business. If they ask to go outside let them out and reward generously.
